Town of Putnam Valley Urgent Notice MAJOR POWER OUTAGE IN PUTNAM - Power Restoration expected within hours Supervisor Oliverio reports that a major electrical substation went down and power is out in Putnam Valley, Carmel and Kent.  NYSEG informed him that restoration would be within 3 hours.
